Initialize a TDateTime variable (C++)

Hi,
how I can initialize a TDateTime constant/variable with given date and time (e.g. 2013.08.21 14:55:18)? Is there any function that convert it from string, or which takes set of string parameters and re-counts it for its inner format?

Or I need to write my own? In that case, how is TDateTime (double) represented? Unix time? (seconds passed from 1970.01.01) Or another else format?
