Help writing a simple program-Willing to pay.

Could someone write a code that follows these parameters: I want to look at specific times where price moved +-20 pips in 1 minute over the 2001-2015 range on different pairs. OR i'll pay for someone to compile an excel report with all the dates and times this happened on all the major pairs. I've been doing it manually by clicking play and looking out for big moves but this is extremely tedious. Is there a way to run a program that returns all of the dates & times that happened?
